Error 80246008 occurs on Windows Updates when there are issues with the Background Intelligence Transfer Service or with COM+ Event System.
As a result, the Windows Updates fails to install the downloaded updates.
In this guide; i will list down the steps to troubleshoot COM+ Event System & the BITS (Background Intelligence Transfer Service) service.
In order to fix this issue; follow the steps below:
Method 1: Check Services
1. Hold the windows key and press R
2. Type services.msc and Click OK
3. Locate COM+ Event System -> Right Click on it Select Properties -> Make sure “Start up Type” is set to Automatic
4. If the service is not started, start it by pressing start and then apply these settings.
5. Next locate the Background Intelligent Transfer Service and make sure that it is set as Startup type: Automatic (Delayed Start).
Now restart your computer; and then test if Windows Updates work, if not then proceed to STEP 6.
6. Click here to download Windows Update Resetter Save the .bat file, right click on it and select Run As Administrator
7. Hold windows key and press R again, type the following path in the run dialog, then click OK
C:\ProgramData\Microsoft\Network\Downloader
8. Empty the contents of this folder.
9. Click Here to download the Microsoft FixIt 50202
10. After it has been downloaded, open it and run it in the Aggressive Mode
11. After the fix it has finished, go to Control Panel -> Programs & Features -> Uninstall A Program
and remove/uninstall all third party “Security Softwares, Network Monitoring Tools and Download Accelerators”
You can download the security software’s again after the update
Now restart your computer to test if Windows Update work; if not then proceed to step 12
12. In this step; we need to ensure that the BITS & COM+ Event Services are running. Download the two files below and make sure you know where you’re saving them, best to save them on the desktop.

13. Now click here to Download PSTools
14. Hold windows key and press R and type the following path: c:\windows\system32
15. Move the file psexec.exe to C:\windows\system32
16. Click Start; type cmd and select Run As Administrator
17. In the black command prompt; type: psexec -s -i -d regedit
18. Now hold windows key again and press R; type regedit and click OK
19. Go to File -> Import and choose the two files downloaded earlier one by one to import them into Registry Editor.
