There is an issue with Windows 10 where the settings will not launch, or instead it triggers the store to launch. Microsoft are aware of this issue and have released an update. It is very important that you continue to check for updates since Microsoft has speed up the process of apply and releasing updates and patches.
To fix this specific issue; here’s what you should do:
Click the link below to download
a) A file called CSSEmerg67758.diagcab will be downloaded.
b) Click the downloaded file and run/open it.
c) You may be presented with a security dialog to allow the file to run, choose YES
d) The diagnostics should run to fix the issue.
Once done, make sure you run the windows update. If you don’t know how; check Method 2 of this guide to forcefully run the updates via command prompt.
Update (8/5/15) - Today, Microsoft have released KB3081424, Cumulative Update for Windows 10: August 5, 2015, which includes a fix that will prevent this problem from reoccurring. This update does not, however, restore the Settings app if it is already experiencing this issue. After you have run the troubleshooter, make sure you have installed updates to prevent the problem from reoccurring.
